Bruce Gilman, HSS, introduced himself as a new senator. ADOPTION OF AGENDA Anwar Hijaz moved to adopt the agenda with the flexibility to move items to accommodate guests. Morgan Barrows seconded. The Academic Senate unanimously approved the adoption of the agenda. ADOPTION OF MINUTES FROM September 18, 2024. Michele Rousseau moved to adopt the minutes from the previous meeting. Taylor Brooks seconded. The Academic Senate approved the adoption of the minutes.  PUBLIC COMMENTS Carmenmara Bravo Hernandez shared her reasons for voting against the Middle College at our last Senate meeting. Her reason was that the location designated for the Middle College is on lower campus near the police station. She feels this is not good for the community being served since they are typically intimidated by police and associate them with ICE. Emily Quinlan shared commented about the Trustee election and a challenger, Carl David, in District 7 who is taking on Tim Jemal. She recommends that you investigate this candidate and support Tim Jemal. Rocky Cifone, is running for Area 3 and showed himself to be very supportive of part-time faculty, understands the job of faculty, and would be a good candidate. He is endorsed by FA and CSA. Morgan Barrows reported that One Book, One College is looking for school/division ambassadors. The positions pay $500 per semester and would require about 15 hours a semester of work. Required assignments are for each ambassador to facilitate a disciple related event for the school/division or entire college and to create discipline related resources. PRESIDENTS REPORT Dan Walsh informed senators of the following: Email about window coverings- this is on hold since it is a working conditions issue and the Faculty Association will be addressing it Hiring Committee- looking for a faculty member for the District Director, Chancellor and Board Operations position. Let Dan know if youre interested in serving College Taskforce for Landscape- Morgan Barrows will be serving; if interested in joining the committee, let Dan know CONSTITUENCY GROUP REPORTS Faculty Association Jenny Langrell, representing FA, seconded everything that Emily Quinlan had said previously in the public comments. Area 3 and 7 candidates are problematic. Please do your research. Rocky and Tim are our votes. If you want to get involved at all, an email came to your personal email about opportunities. You can also let Frank Gonzalez or Claire Cesareo know and they will point you in the right direction. Also, the contract was ratified and an email should be coming out soon. Student Government None. Classified Senate/Association Erlynne Ballo shared that CSA is working on developing new employee onboarding procedures. Classified Senate will not be leading the First Gen Days this year. It will be taken over by the Office of Student Success. California School Employees Association Erlynne Ballo shared the CSEA negotiations are still ongoing. ADOPTION OF CONSENT CALENDAR ITEMS Curriculum Taylor Brooks motioned to adopt the Consent Calendar items. Morgan Barrows seconded. The Academic Senate voted unanimously to adopt the Consent Calendar items. OLD BUSINESS A. Approval of Faculty to Sit on Committees Ann Marie Breslin motioned to approve the Faculty to Sit on Committees. Jenny Langrell seconded. The Academic Senate voted unanimously to approve the Faculty to Sit on Committees. Board Policies/Administrative Regulations Update Dan Walsh shared 1. BP/AR 5055 Enrollment Priorities Information- approved 9/27 at BPARC (Legal changes + MESA & Puente); technical changes only 2. AR 5530 Grade Grievances Will be reviewed in November at BPARC; no changes yet- this is our chance to make changes if desired; Frank Gonzalez- can a summary of important times be added? Response- not appropriate to be in the AR; Mike Long- 45day limitation on issuing a grade grievance, can that be extended? Response- Students need to start the process (send an email) within the 45 days 3. AR 5500 Student Conduct & Discipline (III Q b) Needs to go to AI Taskforce; We need to add a statement/college-wide statement 4. AR 4351 Study Abroad Suki Fisher and Maureen Smith, Study Abroad Committee chairs, shared revisions to AR 4351: Students must be in good academic status Basic language clean-ups Removed mention of District Study Abroad Committee which doesnt exist Process for recommending programs- the committee evaluates and prioritizes before sending the OOI; OOI will finalize the rankings Student Release- section updated and reviewed by counseling, OOI, and risk management Orientation/Pre-Departure Orientation- section reorganized; students required to self-report; pre-departure meeting required Independent Travel- if faculty want to lead a trip that is not sponsored by the college, there will be a form that the faculty will need to sign-off that states that their trip is not district related Curriculum Update Michelle Duffy reminded Senators: AB 1111 Common Course Numbering (CCN) Phase I courses: Guidance was sent to the faculty leads and their respective Deans; implementation of changes to be effective fall 2025. Phase II courses: The AB 1111 Common Course Numbering (CCN) Steering Committee released the next set of courses for implementation in fall 2026. Faculty Chairs and their Deans will be receiving an email from our Curriculum Chair including the scheduled dates for convenings. The fall window for submission of new courses and programs closed on Friday, September 20th as did the window for moving courses forward for potential Cal-GETC GE submission. D. Faculty Professional Development & Teaching Innovations Committee Kim Stankovich shared: FPDTIC- tab for the calendar that shows all opportunities; if you would like something added, please email Kim Great Teachers, June 7-8th, 2025- a flyer was emailed, please RSVP; rooms are paid for and shared; CRPP grant- flyer will be coming soon for this faculty development opportunity; stipend for participation Part-time Faculty Dinner, October 24th from 5-7:30pm- Science Building Courtyard; attendees receive a stipend; Nancy Allah asked how much the stipend will be for the part-timers? $157.50 ($63 a hour for 2.5 hours) E. Faculty Hiring Prioritization Frank Gonzalez gave an update on FHP and shared the list of positions going forward to President Stern for recommendation. Frank met with Tram Vo Kumamoto previously and reviewed the scoring to make sure that additional points were done accurately. Its hard to know how many will be hired since it will be based on the FON. Nancy Allah asked about how the ranking was done. Frank responded and explained how the ranking process using data, responses to questions, and voting members (one faculty and the dean) from each school/division. The requests are ranked using a rubric. F. Baccalaureate Degrees Dan Walsh led Senate in revisiting our previous discussion and motion regarding the offering of Baccalaureate degrees. Clarification was needed about what we had agreed upon in the motion. The urgency is no longer with us since the Nursing grant did not get approved at the state level. Dan Walsh shared how any program has to go through Senate a few times before getting approved. Ann Marie Breslin noted that she felt Senate had approved creation of task force to determine if baccalaureates are good for Saddleback. Several senators nodded in agreement. Frank Gonzalez noted that everyone on the Taskforce believes that baccalaureates would be good for the college as long as the criteria set by the state is met. The committee is focused on creating a rubric to determine whether or not a specific program is a good fit. More specifically they are looking at: How do we adapt the state rubric to fit our local processes and make sure that all constituents are included? Also, what should the composition of the taskforce to review applications be? Morgan Barrows shared that she thought the taskforce was also supposed to create the process by which programs would apply. Dan Walsh confirmed that is correct, but the first step to look at job demand and ensure that potential programs are not duplicated at a 4-year college. Nancy Allah asked if all majors will be taken into consideration? Dan Walsh responded that the state is looking primarily in the CTE fields. Taylor Brooks suggested a very succinct checklist be determined that checks feasibility and that the proposed program meets local labor force. The taskforce will create criteria. Also, Dan Walsh shared that there is money that will not come out of the general fund to get these programs going. Erlynne Ballo shared that Student Services is already seeing students leave to complete a baccalaureate at other community colleges. NEW BUSINESS A. Senate Bylaws Update Dan Walsh shared that several years ago, Senate Exec was expanded to include two Vice Presidents due to workload. That is not the case any longer. In addition, putting one of the VPs in charge of Equity and Inclusion made it difficult since DEIA permeates so many areas. The change includes that the one VP will oversee issues related to DEIA; however, the entire Executive Team (to be renamed Executive Board) is required to actively participate in supporting the Colleges Mission, Vision, and Values. COMMITTEE REPORTS Executive None. College/Senate Committees Taylor Brooks reported for PIE: They have been working on: Collecting action steps for their goals to be launched October 8th; Frank asked about making a goal for 1.7 since it is a qualitative goal; CRC requests require that the request meets an objective which is typically data driven will they come up with a rubric; 1.2 AMPD asked for a contextualized MATH 103 course to help address this Reviewing their Mission, Vision, and Values statements Reviewing Committee One-Sheets Participatory Governance Calendar REPRESENTATIONAL AREA REPORTS Sarah Chang shared that the Transfer Fair will be held on Wednesday, October 9th from 10-pm in ATAS patio; Please wear alumni gear!
